I have the honour to refer to the limit

fixed by the 4th paragraph of Mr. Bonar Law's despatch No.98

of 19th April, 1916, within which the Governor may, without

the prior authority of the Secretary of State, sanction

payments of a casual or non-recurrent nature not provided

for in the estimates.

It is understood that even at the time the

limit of $1,200 was fixed, it was lower than that fixed for

certain colonies less remote and possessing smaller budgets

than Hong Kong. But apart from this it has to-day, as a

result of the heavy fall in the dollar, a very much reduced

value and I would suggest therefore that the limit be raised to $10,000.
